Chris Covert was President, Chief Executive Officer and Executive Vice President for two Fortune 500 Engineering and Construction companies.  He was the President and Chairman of the Executive Leadership Committee for Northwest Redwater Partnership.  The company built a $10 billion refinery, infrastructure and pipelines in Alberta, Canada.  He has many years of worldwide project management for major upstream and downstream process facilities and mega Government projects.  These projects included; refining, polymers, petrochemicals, gas oil separation facilities, natural gas treating and processing, environmental, offshore, pipelines, power generation (nuclear and fossil), industrial, commercial, infrastructure, radar and weather forecasting facilities.  He has experience with all phases of project execution from the early conceptual phase through construction, start-up, commissioning, and operations.  He also serves on the Kansas State University Civil Engineering Advisory Board.


Over forty years of worldwide project management and operations diversified experience for major upstream and downstream process facilities including refining, polymers, petrochemicals, chemicals, gas oil separation facilities, natural gas treating and processing, environmental, offshore, pipelines, power generation (nuclear and fossil), industrial, commercial and government facilities, and infrastructures.  Chris has experience with all phases of project execution from the early conceptual phase through construction, start-up and commissioning, and operations of new facilities.  As President of the Northwest Redwater Partnership, Chris was responsible for the design and construction of a 10 Billion refinery, infrastructure and pipelines.  As President and Chief Executive Officer for FWUSA, he was responsible for the Americas region.  Chris was with Fluor for 35-years, where he retired as a  Sr. Vice President.  His responsibilities included; general office management responsible for project cost, schedule, estimating, accounting, information systems, engineering, procurement, marketing and proposals, and construction management for various Fluor and Fluor Daniel offices.  Responsible for projects and operations in U.S., Canada, South America, Southeast Asia, Middle East and European locations.

Operations Experience – President and Chief Executive Officer of Foster Wheeler USA (FWUSA) with total responsibility for the Americas region.  Directs all personnel and activities to assure corporate objectives are met, promote client satisfaction, provide long-range professional development of personnel, and minimize costs, while assuring on-time completion of projects.  Managed Fluor domestic office operations for two mega government and industrial contracts with total profit and loss responsibility.  Responsibilities included total commercial and business management of engineering, procurement, information systems, marketing and proposal management.  European Office Construction Manager, responsibilities included offshore platforms, pipelines, petrochemical plants and refinery projects.

Project Management Experience – Sr. Vice President – Executive Sponsor, Operations Lead and Project Director with profit and loss responsibility for upstream and downstream project execution, clean fuels technology and new technology projects.  His experience includes several international mega and major domestic projects, including very large refinery modernizations and conversions, 2800MW grassroots Nuclear Power Project, Oil Sands upgrading projects, and revamps and addition of new process units.  He has directly managed downstream, petrochemical and upstream project proposals, studies, lump sum and reimbursable estimates and EPC mega-projects ($5-$12 Billion).  Office responsibilities included development of project excellence-in-execution principles and procedures, client relations, business and risk management, and human resource development.

Refining Experience – President of NWR – responsible for the design and construction of a $10 B refinery, infrastructure, and pipelines in Alberta, Canada.  Fluor Sr. Vice President – Project Director with total responsibility for engineering, procurement and construction for major refinery additions and revamps including Delayed Coking, Crude and Vacuum, Cat Crackers, Hydrotreaters, Hydrocracker, Isocracker, Flexicoker, including Coke Gasification, Flexicracker, Cat Reformer, Desalters, MTBE, TAME, Hydrogenation, Oleflex, Butamer, Amine, Hydrogen, Sulfur Recovery units with associated infrastructure, utilities and offsites facilities.  Responsible for the clean fuel studies, evaluations and project execution of several Clean Fuels post treating technologies including, S Zorb, IFP, UOP-ISAL, Exxon Scanfining and CD-Tech.

Petrochemical Experience – Project Director and Construction Management for the proposal efforts, FEL and EPC of mega-project world class petrochemical facilities including Ethylene, Polyethylene, Ethylene Glycol, CIE, Styrene, Xylene, and Rheniformer process units and associated infrastructure, offsites and utilities in Middle East, Far East and European locations.

Upstream, NGL, Gas Treating Experience, Pipeline – Responsible for a $2.7 Billion offshore project which included a FPSO, five wellhead platforms, central riser/utilities platform and central quarters platform, and associated pipelines for a 190 MBOPD production field in China.  Experience included design and construction of pipelines and Gas Plants.

Power Experience – Sr. Vice President – Project Director with total responsibility for engineering, procurement and construction for a grassroots 2800MW Nuclear power project.  Experience also includes the front-end design and estimates for a 75MW cogeneration unit and the EPC of a 200MW combined cycle cogeneration plant.

Construction Management Experience – Responsible for all construction and execution of projects in the Haarlem Holland office.  Construction Manager responsible for estimating, planning and execution for upstream, downstream, commercial, government and industrial projects in the Irvine, California office.  Construction Manager for several refining, petrochemical, upstream and industrial international projects, responsibilities also included offshore platforms, pipelines, and terminals.

Previously was employed as a Civil Engineering University Graduate Teaching Instructor and Consulting Engineer responsible for design of transportation, structural and wastewater treatment facilities.
